Committees Overview

Reston Association’s Amended Bylaws grants the Board of Directors the authority to establish board committees and advisory committees to assist in the work of the board and give advice on association matters. Additionally, the Deed of Dedication mandates the existence of several board committees as well as the Design Review Board.

Currently, RA has six board committees and four advisory committees, each focusing its efforts on specific issues -- studying, debating, formulating, and finally arriving at a course of action and recommendation for adoption by the board. Additionally, the board also utilizes shorter-term (ad hoc) working groups and task forces to focus on specific issues.

Board Information Technology Committee

The Board Information Technology Committee reviews and monitors the information technology of the Reston Association. It advises the Board of Directors and staff on security risks, costs, processes and various IT projects to ensure they are in compliance with best practices and abide by the association’s governing documents. The IT committee works with the CEO, Director of IT and association staff. It meets regularly to discuss and analyze IT strategies, solutions and issues before presenting its findings and recommendations to the full board.

Covenants Committee

The Covenants Committee administers the Use and Maintenance Covenants set forth in the Reston Deed of Dedication. While the Design Covenants primarily seek to preserve the architectural integrity of the whole community, the Use and Maintenance Covenants focus on the ongoing upkeep and specific use of properties within the community. The Use and Maintenance Covenants relate to the physical condition of property and certain uses made of it such as business in the home or vehicle parking.

The Use and Maintenance Covenants were developed, in part, to ensure that properties are kept in good repair, acceptable in appearance and substantially similar to their original condition. The covenants require that the property, and any improvement or alteration, be kept in good condition so that it does not have a detrimental or adverse effect on other properties in the community. These considerations become even more important as Reston properties age and require more frequent maintenance. The Use and Maintenance Covenants provide both a reminder of property owners' responsibilities and a process though which the community can protect its physical well being.

Elections Committee

Each spring, Reston Association members are given the opportunity to elect three new individuals to the Reston Association Board of Directors. The Reston Deed of Dedication requires an Elections Committee appointed by the Board of Directors to oversee and administer that election.

Environmental Advisory Committee

This committee advises the Reston Association's Board of Directors on the ecologically sound management of the association’s environmental resources, including its waters, natural areas and wildlife.

Fiscal Committee

  • Reviews existing Assessments and Financial Resolutions adopted by the Board of Directors and suggest new Resolutions for adoption

  • Participates in public meetings held to receive information on the budget preparation process and provide comments on proposed budget during public hearings held prior to the board’s adoption/consideration of the budget

  • At the sole discretion and request of the CEO, the committee may assist in evaluating or investigating specific budgetary issues

  • Conducts an annual review of the association’s insurance programs and report its findings to the Board of Directors

  • Review’s RA's investment policy and the state of RA's investments. As well, the committee will make recommendations for changes to investment strategy, as needed

  • Evaluates the need for an audit of the association’s system of internal controls

  • Recommends an independent Certified Public Accountant (CPA) who shall prepare an annual report and render an opinion on the association's books and records of accounts

Land Use Committee

The Land Use Committee advises the Board on planning and zoning issues including proposed re-zoning of land that has an impact on the Association, changes in the Fairfax County Master Plan, and the creation of policy position for the full RA Board to consider relative to land use.

Legal Committee

Reston Association’s Legal Committee is responsible for recommending to the Board of Directors proposed enforcement actions, the imposition of sanctions and the filing of legal proceedings.

The Legal Committee has the power to: (a) impose reasonable charges upon; (b) suspend the right of use of Common Area, facilities, services or participation in programs; and (c) issue a cease and desist request to, an Occupant, an Owner, such Owner's tenant, and such Owner's (or tenant's) household, guests, employees, agents, and invitees whose actions are inconsistent with the provisions of the Association Documents, Maintenance and Use Standards, or the Rules and Regulations.

Multimodal Transportation Committee

NOTICE: This committee has been retired.

The Multimodal Transportation Advisory Committee advises and makes policy recommendations to the Board of Directors on the development, integration, management, and sustainable use of infrastructure for all modes of transportation within and impacting Reston.

Parks & Recreation Advisory Committee

The Parks & Recreation Advisory Committee advises the Reston Association Board of Directors on the sound management and development of facilities and amenities for association members, the delivery of association sponsored or co-sponsored recreation/leisure activities and services and the prioritization of funding for capital improvements and recreation services. The Recreation Facilities Working Group was created in 2020 to evaluate the current inventory, condition and usage of RA recreation facilities and the long term operational, maintenance and capital costs for such facilities.
