Tree Removal on Cluster Common Ground

(Posted Mar. 13, 2023) As many members know, requirements regarding tree removals in Reston, as described in the applicable Design Guidelines, are specific. But did you know that these requirements do not just apply to trees located on the individual member-owner property? In fact, the Design Guideline for Landscaping (Tree Removal) on Cluster Common Ground, explicitly enumerates all conditions, requirements and prescribed levels of Design Review Board (DRB) review for tree removals on cluster association-owned property; some of the more notable regulations listed in this Design Guideline are as follows:

  • Removal of non-invasive native smaller trees (under 4" diameter) and/or understory vegetation that “change[s] the overall character of the natural wooded area” requires a DRB application;

  • Tree stumps that are not located in an established wooded area and visible from either a public pathway or street must be completely removed;

  • Trees shown on a DRB-approved landscaping plan, even when dead, must be replaced if removed or a DRB application must be submitted requesting approval of permanent elimination; and

  • Removal of trees located on a common property line requires a joint DRB application submitted by both adjacent property owners, whether they be two individual members or one and a cluster association.

Reston Association’s regulations concerning tree preservation and removal are some of the community’s more lasting requirements; cluster associations are advised to ensure familiarity with these requirements in advance of their next tree removal project.
