Proposed Indoor Recreation Facility

The RA and RCC Boards, through a Joint Task Force, have been working together since early last fall on exploring the potential for a joint indoor recreation facility that would include indoor aquatics, tennis, gymnasia, program and community space and the required parking.  Both organizations have identified needs for additional indoor recreation space, as well as community use space. 

 

After gathering valuable community input from recently held RA District Meetings regarding indoor recreation facilities and the possibility of a joint RA/RCC indoor recreation facility at Brown's Chapel Park, RA's Board of Directors, on July 23, 2009, passed the following resolution: 

 

         "Given the Association’s strategic goal of protecting its natural resources and open spaces, it is hereby resolved that the Board cease all discussions regarding leasing, deeding, transferring, assigning, or conveying Brown’s Chapel Park, or any part thereof to Fairfax County, or any other entity, and to discontinue further discussion of constructing an indoor recreation facility at Brown’s Chapel Park. This resolution shall not be construed as preventing any further enhancements to existing facilities, to include upgrades to ballfields, pavilions, play equipment, or picnic facilities, at Brown’s Chapel Park by the Reston Association. 

It is further resolved that staff initiate closing out the Brailsford and Dunlavey consulting agreement in accordance with the terms and conditions of that contract. This resolution shall not be construed as preventing any future engagement of Brailsford and Dunlavey by this or any future Board. 

It is further resolved that the Reston Association shall continue to participate with the Reston Community Center in an ongoing effort to identify responsible options for delivering additional recreational programming to Reston Association Members in the future."

Reports

The following information includes both RA and RCC documents related to community recreation, (indoor and outdoor) that have been developed over the past four years.

The Parks, Recreation and Open Space (PROS) Plan is the report of PROS Consulting that updated RA's 1993 Recreation Master Plan. Included is the community-wide survey conducted during that effort.

The RA Board chartered the Special Committee on Parks and Recreation Planning (SCPRP) to gather further community input on the PROS Plan recommendations. Their final report to the RA Board is included below.

As part of the SCPRP work, RA hired Urban Ltd. to conduct an assessment of RA properties on which indoor tennis might be located. That report is also included below.

The RCC 2007 community-wide survey of Small District No. 5 members and the associated report are below. The RCC Board of Governors surveys the community to obtain information about public satisfaction with RCC programs and services. The 2007 survey was conducted by the University of Virginia’s Center for Survey Research. Results of these surveys help inform decision-making about RCC programs, policies and facilities.
