This spring, Restonians will elect two Reston Association Board members - one from the Hunters Woods/Dogwood District and one At-Large Director. Each will serve a three-year term. Board members determine the Association’s goals and policies, making a significant and lasting contribution to the community.

Four Members of the Reston Association – Cheryl Beamer, John Bowman, Barbara Zicari, and Richard Chew -- have indicated their desire to serve the community by putting forward their names as candidates for election. Ms. Beamer and Mr. Bowman have put their names forward for the Hunters Woods/Dogwood District seat; while Ms. Zicari and Mr. Chew have put their names forward for the At-Large seat.

Members will have an opportunity to meet the candidates during two “Question & Answer Forums” scheduled for Wednesday, March 12, 7:00 pm at the Reston Association, 1930 Isaac Newton Square; and on Wednesday, March 19th, 7:00 pm at the Reston Community Center Theater, 2310 Colts Neck Dr.

Ballots will be mailed out on March 7th with a return deadline of April 4th. Members can vote either by mail or via the Internet.

· To be an accessible liaison for all residents so that they may communicate their needs and goals for Reston.

· Accomplish these objectives by maintaining fiscal responsibility with an inclusive approach to all RA members.

Goals

As your Director I would…

· Recreation: Aggressively pursue appropriate solutions to fund enhanced recreational facilities for RA members that do not adversely impact residential neighborhoods.
· Conservation: Support policies and practices that protect, manage, and improve the RA open space.
· Communication: Support initiatives designed to ensure a fair hearing to all members through more frequent and effective dialog with Members.
· Covenants Administration: Support efforts to improve the relationship between members and the DRB and Covenants Committee so these entities are viewed as assets, not barriers.
· Advocacy: Advocate for RA clusters and condos. Seek greater voice for RA in local community issues of consequence to RA members.
Volunteerism: Encourage greater participation in the Reston Association from all segments of the community.

* RA Board Liaison for the Transportation Advisory Committee, the Pedestrian & Bicycle Committee and the Legal Committee (2007)
* B.A. degree (California State University, Fullerton)
* Professional background in financial underwriting / employee benefits

Goals

PATHWAYS -- Keep our pathway system safe and well maintained. A growing gang presence and environmental issues are challenges – we must be proactive.

BUDGET -- Fiscal transparency is important and there is room for improvement.

DRB/COVENANTS -- Promoting customer service within DRB and Covenants is an essential goal. I support keeping this a priority focus. The process should be easy to understand and a resource to us all – not an obstacle.

POOLS & TENNIS -- Our pool and tennis facilities are valuable assets that should be well maintained. Providing indoor facilities for year round use should be a high priority.

PEDESTRIAN ACCESS -- Linking our pathways to provide continuity and partnering with the county and state for sidewalk installation and safer intersections are projects I support.

STRENGTHEN RA’s VOICE IN COUNTY GOVERNMENT -- Development must be proactively managed. I would work for a stronger voice for Reston in County and State governments.

* Protect our quality of life derived from Reston’s original founding principles.
* Continuously evaluate all proposed community actions for balance in conformance to both the spirit and letter of these principles.
* Proactively expand community involvement in Association business.
* Achieve and maintain quality member services by applying expertise and perspective from various business domains.
* Seek out and address perceived member disenfranchisement.

Self- Governance:
* Events and actions that impact on our community are not confined within Reston’s boundaries.
* Leverage the Board’s voice for the community to seek out and engage any and all government entities who entertain actions that have potential negative spillover impact to Reston.
* Attain a proper voice at all levels of government in order to gain respect beyond a simple homeowner’s association.
* Active, constant dialogue and actions to establish fiscally prudent, quality self-governance.
